Pvt Schools Association submits memorandum to Principal Secy SED

JAMMU, Nov 27: Central body of J&K Private Schools Association today met Suresh Kumar Gupta, Principal Secretary, School Education Department and submitted a memorandum highlighting various issues of private schools of Jammu and Kashmir.
Members highlighted that approval of the managing committee has become big challenge due to the delay in the verification of antecedent of the members included in the management committee by the Criminal Investigation Department (CID). They also alleged that the Committee for Fixation & Regulation of Private Schools Fee in JKUT has monopolized the entire functioning.
“Further, taking the advantage of S.O. 177, authorities of the Jammu & Kashmir Board of School Education have started a new precedent of tagging of the students of such schools which are even constructed on their own/ proprietary land or running in the rented land due to the non availability of NOCs,” they added.
Members of the Association demanded immediate opening of the portal of all schools whose recognition / affiliation is pending due to the non availability of NOCs from the different departments. Increase in working days by curtailing the winter / summer holidays was also demanded.
Besides, members also demanded generation of time bound and single window clearance mechanism for the issuance of NOCs from the different departments which are needed for the affiliation / extension/ recognition of private schools and direction for JKBOSE to restore online services immediately to all schools whose recognition / affiliation has lapsed due to the non availability of NOCs as one time exemption.
An appeal was also made for the withdrawal of the provision of the CID verification of the members of the management committee as clarification from CID is needed only in the case of change of nomenclature / location of a private school as per the instructions laid in Circular No. 02 -SED of 2022 dated 10-02-2022.
The Principal Secretary gave a patient hearing and promised to mitigate all genuine problems as early as possible. The PSA delegation comprised of Ajay Gupta, Deepak Handa, Sat Paul Mansotra, Sanjeev Luthra, Gaurav Charak, Lal Chand, R P Sharma and Rakesh Gupta.
