Quality in education directly comes from competent and resourceful teachers. Unfortunately, there is dearth of competent teachers in our schools and colleges.
Now-a-days, we have two types of teaching staff in our schools and colleges; permanent staff and contractual staff, with permanent staff in minority and contractual staff in majority. Permanent staff comprises SSB or PSC confirmed teachers, lecturers, assistant professors etc. whereas contractual staff comprises fresh post-graduates from different universities in and outside Jammu and Kashmir. Owing to great dearth of teaching staff particularly at Higher Secondary and College levels valuable services of these fresh post-graduates are hired to impart quality education to youth for one academic session which starts in March and ends in December. There was a time when fresh post-graduates from Kashmir University or Jammu University or any other renowned university outside J&K used to teach in our schools and colleges with youthful vigour and scholarly knowledge but now due to fast mushrooming of universities there has been rapid decline of competence and surprising escalation of marks percentage.
There are some universities which are producing PGs like Lays and Kurkures. To check the inflow of such PGs in our schools and colleges there must be a screening test to ascertain competence of fresh PGs. Selection of fresh PGs for the post of contractual teachers/lecturers must be on the basis of the merit in the screening test rather than percentage of marks they get in Post Graduation. This procedure alone can give competent teachers to our educational institutions and quality in education would come from them.
