Raina discusses package JEs’ issue with CS

JAMMU, Jan 22: Former MLC and BJP spokesperson, Jammu and Kashmir, G.L. Raina called on Chief Secretary of J&K UT, BVR Subrahmanyam here, today and discussed various issues related to the displaced community from Kashmir particularly promotion issue JEs recruited under PM’s package and other issues of package employees like Sehat Jay Yojna and difficulties faced by displaced people and also transparency and accountability in Relief Organization.
The Chief Secretary assured that genuine matters will be sorted out on priority basis.
In a communiqué to media Raina expressed serious concern over an issue of immense importance connected directly with return and rehabilitation of the displaced community from Kashmir, recruitment under the PM’s employment package announced in 2008 was and is being considered as an important aspect of this policy.
It is supposed to be a package for rehabilitation and not just relief in employment, he recalled.
Recruitment policy envisaged subsequent induction of the employees recruited under package to regular cadres and also their shifting to regular budget, Raina explained.
He said that the seniority of these employees has been well defined and cleared several times by the Government itself.
But unfortunately there are certain departments who refuse to accept these rules and circulars, he added.
Giving background of SRO 412 issued by the then Governor of J&K State, Raina said that “exercising powers conferred on him by the proviso to Section 124 of the then Constitution of Jammu and Kashmir, the then Governor notified SRO 412 vide their SRO.
BJP spokesperson said that there seems to be no proper appreciation of the concerns. The issue is being handled insensitively. Raina appealed to the Chief Secretary to address this sensitive issue with sympathy and fairness.
He demanded inclusion of names of these employees as is clearly prescribed by the Government rules itself. Denying these displaced employees fair chances for promotion will be unfair and amount to injustice he said.
