Opposition uproar over Ram Mandir and DDCA issues led to noisy scenes in the Rajya Sabha today forcing two adjournments– the second time till 1300 hrs.
While the House was adjourned for 10 minutes during Zero Hour on the Ram Mandir issue, it was adjourned at 1200 hrs till 1300 hrs, following the Congress’ uproar on the DDCA issue.
Soon after the laying of papers in the House, Mr K C Tyagi JD(U) raised the issue of the reported transportation of stones in Ayodhya allegedly for the construction of the Ram temple. ”A situation of conflict is being created in the region,” he said.
However, before he could complete his statement, the time allotted to him during the Zero Hour got over and Deputy Chairman P J Kurien said that whatever he was saying was not being recorded.
”As per the rules, a Member making a Zero Hour reference is allotted three minutes and after that whatever he says will not go on record,” he said.
Even as the Congress Members rose on their seats to demand that Mr Tyagi be allowed to make his statement, Minister of State for Parliamentary Affairs Mukhtar Abbas Naqvi stood up to clarify that the government as well as the BJP respected the court of law. ”In response to the concern expressed by Mr Tyagi, I want to say that both the BJP as well as the Government have full respect for the court of law. The construction that Mr Tyagi is referring to is happening at a place far from the site of the ‘Ram mandir’.
”I want to state that the party and the government will go by the verdict of the court. Let us wait for it,” Mr Naqvi said. Not satisfied by the Minister’s assurance, the Members of the Samajwadi Party and the Congress entered the Well of the House, shouting slogans– ”UP mein dange ki saazish band karo” (stop the conspiracy to foment riots in UP).” Amid uproar, the Deputy Chairman adjourned the House for ten minutes, till 1134 hrs.
When the House reassembled at 1134 hrs, Mr Pramod Tiwari of the Congress sought to raise the issue as a point of order but was disallowed by the Deputy Chairman. Mr Digvijay Singh (Congress) said that Mr Tyagi should be allowed to complete his statement as it concerned a serious matter.
Meanwhile, the Congress Members trooped into the Well shouting slogans and demanding the resignation of Finance Minister Arun Jaitley over the alleged irregularities in the DDCA.
When his pleas to the Congress to allow other Members to raise their issues of concern fell on deaf ears, Dr Kurien called for Zero Hour references.
Amid noise, Mr Dilip Kumar Tirkey and Bhupinder Singh of the BJD, Ms Kahkashan Parveen of the JD(U), Mr Tarun Vijay of the BJP and K N Balagopal of the CPI(M) made their Zero Hour references.
When Question Hour began, Chairman Hamid Ansari asked the agitating Members to get back to their seats and allow the proceedings. (UNI)
