Rather rules out re-consideration of New Recruitment Policy

JAMMU, Mar 28: Minister for Finance, Abdul Rahim Rather today ruled out re-consideration of the New Recruitment Policy and said that increasing non-plan expenditure was the main reason behind adoption of new strategy. He, however, said that Government would fill up about 80,000 vacant posts through fast track recruitment in the coming two years and a Special Consultant has been engaged in this regard to assist the Service Selection Recruitment Board (SSRB).
The Minister was responding to the queries raised by National Panthers Party and JSM MLAs during the Question Hour in the Legislative Assembly.
“There is no justification behind fixing arbitrary cut-off date for recruitment….this policy is in violation of the equal pay for equal work concept”, Harshdev Singh said, adding “we want to know what would be the criteria for engaging 43,000 casual workers. Will there be any transparent procedure or you will resort to pick and chose as is being done till date?”
Another NPP Legislator, Balwant Singh Mankotia said, “if Government can spend crores of rupees for providing security to un-categorized persons and bear the increasing Security Related Expenditure why cannot it bear the burden of recruitments as per the previous policy”.
Lashing out at new Recruitment Policy, Ashwani Sharma said, “this policy has led to frustration among the unemployed educated youth as no consultation was held before coming up with new methodology for the recruitment”, adding “Government should review its decision and ensure the previous system of recruitment. Moreover, Government should speed up the process of filling up of various vacancies in different departments”.
However, the Minister for Finance said, “the new Recruitment Policy has been designed to reduce the increasing non-plan expenditure in respect of salaries of the employees”, adding “Union Finance Minister had suggested the State Government to stop new recruitments but instead of completely depriving the educated unemployed youth of Government jobs opportunity, we adopted new policy”.
He said that for initial period of 5 years of service, pay of direct recruits will be regulated as per fixed monthly salary, adding direct recruits appointed under the new Recruitment Policy will be entitled to the benefits under Medical Allowance Rules and Leave Rules.
“These appointments are governed by Rules of Probation, Disciplinary Rules and Pension Contribution under New Pension Scheme”, Mr Rather said, adding “the direct recruits under the New Recruitment Policy will also be entitled to temporary move allowance on their posting in any move office besides washing allowance, uniform allowance/kit maintenance allowance and any other allowance whenever applicable”.
Earlier, in reply to the main question raised by Ashok Kumar on behalf of G M Saroori, the Minister informed the House that Government would fill up about 80,000 vacant posts through fast tract recruitment in the coming two years and a Special Consultant has been engaged to assist Service Selection Recruitment Board (SSRB) in the recruitment process.
“The SSRB is proceeding in a speedy manner by advertising posts, notifying, conducting written exams and holding interviews in a time bound manner”, he said, adding “as regards the promotion quota vacancies, instructions have been given to all the departments to hold DPCs in a time bound manner”.
