Rather warns against exceeding budget provisions

JAMMU, Nov 25: Warning disciplinary action against those Treasury Officers and Drawing and Disbursing Officer (DDOs) who will exceed the budget provisions, the Minister for Finance and Ladakh Affairs, Abdul Rahim Rather has asked for strict observance of Treasury Code and financial discipline. He enjoined upon the treasury officers and CTOs to ensure that in no case payments in any treasury exceeds the budget allocations.
Speaking at a review meeting of Accounts and Treasury Department of Jammu division today, the Minister directed the Treasury Officers to maintain the budget control registers, adding that any violation of the Government directions in this regard would be viewed seriously. He also instructed the Treasury Officers to ensure timely rendition of monthly accounts to the office of Principal Accountant General emphasising that these accounts should be complete and error free in all aspects, as rendition of incomplete and incorrect accounts to AGs office affects the accuracy of State finances. He also urged for prompt follow up to AGs audit paras so that these are dropped in time.
The Minister while underscoring the vital role of Accounts and Treasuries Department said that treasuries are the face of Finance Department and its working reflects the performance of Government. He said Treasury Officers have a pivotal role towards enforcing fiscal discipline and budget management.
Pointing towards the issue of fake appointment case, Rather asked the Treasury Officers to check properly the pay bills of all the departments before passing these for payment. He asked them to effectively check financial irregularities and the provisions of financial code.
The Minister instructed concerned officers to conduct regular administrative inspection while Treasury Officers have been authorized to carry out such inspections of their subordinate treasuries working in there respective districts.  He directed Treasury Officers to complete physical verification of the pensioners early to avoid any inconvenience to them. He directed for clearance of Red Accounts, verification of drawal registers, and reconciliation of revenue stamps.
Earlier, DG, A&T, Majid Jahangir gave detailed account of the achievements of A&T Department. Principal Secretary Finance, B. B. Vyas, Director, General Funds Organization, Deputy Accountant General, Director Audit and Inspections, Director A&T, Jammu, President Govt Business, J&K Bank and Deputy Commissioner Stamps besides other senior officer and treasury officers of Jammu division were present on the occasion.
