The Education Minister of J&K has taken revolutionary steps such as rationalisation of staff,development of some schools as Model Schools, introduction of evening classes etc.to streamline the System of Education in the State.These steps,if implemented in letter and spirit,are bound to revolutionise the system of education in our state.But in the absence of a rational and transparent Transfer Policy, all these initiatives donot prove as effective as they ought to be and that is the transfer policy.
The Education Minister has invited suggestions for the Transfer Policy and recently said that he will root out transfer mafia from Education Department and that from next academic session round the year transfer system will be done away with and the Education Department will issue transfer orders only on two occasions i.e.during winter holidays in Kashmir and during Summer holidays in Jammu region.Therefore,it is hoped that urgent steps will be taken to frame a transfer policy which is student friendly and which aims at providing subject specific teachers according to the need of the school.Sadly,many posts of teaching and non teaching staff often remain vacant in schools falling in hilly and mountainous areas where the hapless students are left to fend for themselves.On the other hand, some teachers,lecturers and other employees selected on the basis of RBA Category are posted in or around cities in violation to the provisions of RBA Act.which mandates them to serve for seven years in the RBA areas on the basis of which they have been selected.
Thus,the need of the hour is to introduce the system of ‘Online Transfer Policy’ in the School Education Department. The database of each and every employee of the Department, including his/her Category, performance, refresher courses attended, and stay in various urban and tough terrains should be prepared and transfer orders issued accordingly.Well defined parameters need to be fixed for consideration of transfer on medical/compassionate grounds.Transfers of female teachers,especially, widows,wives of Defence personnel and the teachers on superannuation ought to be considered sympathetically and they should be posted near their homes.The lecturers, Principals and other officers posted in Ladakh and other inaccessible regions should be repatriated back to their parent districts after the completion of one year of their tenure.Transfer policy, once framed, needs to be implemented in letter and spirit.
