Kind attention of Lt. Governor G.C.Murmu is drawn to the fact that RTO officials are asking for NOC,for RC renewal,from State Pollution Control Board (SPCB),Central Pollution Control Board(CPCB) and National Green Tribunal(NGT).It is beyond comprehension that how common people are going to get their RC renewal NOC from all three bodies mentioned.No from is handed over at RTO Level to people desirous of getting RC renewal wherein it is mentioned to get NOC from all the bodies mentioned above and they are told verbally to get NOC from these bodies. On asking about rules in the matter RTO shows a memo of Transport Department wherein it has been mentioned”guidelines, if any, be taken in account before registration of NGT/CPCB/NGT”. It seems there is no clarity in RTO in the matter and they are interpreting said memo on it’s own without seeking clarification for the same from concerned authorities.There should be an application form along with asking for requirements of documents concerned.
Hope LG takes notice and makes RC renewal convenient for general masses.

Apropos your news on RC renewal in Daily Excelsior dated March 3,2020,the woes of people do not end with the issue of collection of toll tax to be paid at the time of renewal.RTO officials are further asking people to get NOC from State Pollution Control Board,Central Pollution Control Board and National Green Tribunal for RC renewal.It seems there is total confusion in RTO regarding clarification from Finance Department mentioned in the news item. State Pollution Control Board when contacted informed that it has no guidelines in the matter. People are being harassed by tossing the matter to different agencies and it seems RTO has not sought any clarifications from the concerned authorities regarding the confusion it has saddled itself with.Kind attention of Lt. Governor G.C.Murmu is sought regarding clearing the mess in RTO regarding RC renewal of old vehicles so that people do not feel harassed.
