Re-registration process of NGOs: DIC, CID blame each other for delay

Jammu, Nov 14: Though a large number of Non-Governmental Organizations (NGOs) are working in their respective fields and are providing a helping hand to the Government, but their efforts are hampered by apathetic attitude of the officers running helms of affairs at Directorate of Industries & Commerce (DIC) as well as the CID Department.
These NGOs are helping the Government in providing alternative healthcare, community development, social justice and education. The social works as well as the role played by these NGOs are also recognized and promoted by the Government at various platforms.
But due to some reasons which are best known to the officers at DIC and CID, the social workings by these NGOs are hampered only in the name of Re-registration process.
This long delay is resulting into mental harassment for these NGOs as their representatives are now fed up after running from office to office.
Pertinent to mention here that after Jammu and Kashmir State was granted the status of Union Territory, it was made mandatory for all NGOs to renew their registrations at DIC department.
Earlier, DIC department has served the notice to more than 550 NGOs, which are already registered with the department, to follow the re-registration process under new laws framed for the Union Territories.
Despite the passage of more than two years, when most of NGOs are re-registered but still more than hundred NGOs are struggling badly and are forced to run from DIC to CID department to get complete their re-registration.
“We are not running a profitable business, NGO is a non-profitable organization, and we are helping the needy people, but due to some reasons, we are not able to complete our re-registration process at the DIC. Every time we tried to contact the office, we never get any satisfactory response from the officials there,” said Rajinder Singh vice-president of an NGO.
When contacted Assistant Director, DIC, Pankaj Sassan told the Excelsior “it is true that there is a huge delay to get complete the re-registration certificates for some NGOs, but we are unable to help them in this process as it’s not their duty.”
“Many departments are involved to complete this verification process and it is the collaborative efforts of various other departments, without their help it is not possible to get this process complete and the entire delay is from the part of other departments. So, these NGOs must wait for some more time, or can make the efforts on their own to get their re-registration certificates,” adding “If there is some delay, they should write a letter to the DIC for fresh re-registration of their NGOs or they can personally raise this issue with the DG CID, to pace up the process of verification by their department.”
Meanwhile, SSP CID, Rajeshwar Singh, informed the Excelsior that he has assumed the charge recently and has not enough information about the problems which are being faced by the various NGOs due to delay in getting the verification of their members from our department.
“It is my duty to streamline the verification process which is pending since for a long time. Now I’m aware about the issue and will try to sort out this issue on priority,” he assured.
