Regional discrimination

There is general feeling that Jammu region has always been deprived of the just and proportionate share of allocation of funds for each department. Tourism sector was one of such departments which has always been  ignored by the successive Governments. Thus it was mentioned in the Agenda of Alliance  formed by coalition partners PDP and BJP that Jammu will be developed as an independent tourism circuit.
Since there was specific mention to develop Jammu as an independent tourism circuit in the Agenda of Alliance it was expected  by the people of Jammu Region that the sufficient funds would be provided by the then PDP-BJP Govt in the budget for the year 2015-16 .However, it has been revealed from the news “Kashmir continues to get lion’s share; Jammu, Ladakh crying for attention(refer DE March, 16, 2016). It would be seen that in spite of tall claims of the ruling parties for equal development of all the three regions out of the total allotment of Rs 9208.25 Lakhs under state sector apex budget 2015-16 made to Tourism department, an allotment of 4816 Lakh rupees  has been made to Kashmir Region,1969.75 Lakh rupees to Jammu region and 370 laksh rupees to  Ladakh region.  There appears to be no justification for allocation of funds to three regions. It is pertinent to mention here that almost all the tourist places of Kashmir valley have been fully developed though further enhancement in the existing infrastructure is a continuous process to provide more facilities to attract more tourists. But the areas of Jammu and Ladakh regions which have been ignored by successive Governments for years together require more funds to create infrastructure at tourist destinations so that tourists visiting the state may enjoy the beauty of Jammu and Ladakh regions in addition to Kashmir region.
It is therefore, requested to the State Administrative Council (SAC) that while finalizing the budget for the year 2016-17 sufficient funds may be allocated to Jammu and Ladakh Regions so that the infrastructure relating to tourist destinations  may be developed to attract tourists which would result in improvement of economic condition of the people of these regions.
