Rehabilitation of Pak Refugees

We  have been witnessing how Refugees from Pakistan are fighting their cause that has been since long hanging without receiving proper attention from the Govts both Central and State. They are struggling for their permanent rehabilitation in the State of J&K Kashmir. Although residing here from the day of partition they have no citizenship rights of the State.
They are earning here their bread and butter as others do. They are enjoying all other facilities without any fear and discrimination. They even go for voting in Parliament election but cannot vote for State Assembly. Their number comprises more or less 60,000 and so. They have time and again raised their voices towards their permanent settlement but couldnot get solution to their problem so far. It is also a sad State of affairs that some negative forces in the State of J&K raise voices against their rehabilitation with the plea that it will change the demographic graph of the State. They try to politicise this issue although the matter is a hunanitarian one. This sort of attribution does not sound well in the present situation. This long standing issue needs human approach and in no case goes unresolved. Both Central and State Govts should plan a favourable mechnism in this matter so that this old problem of the refugees is solved once for all.
