JAMMU, May 1: In the much publicized Public Interest Litigation (PIL) regarding construction of lawyers chambers and other facilities in the court complex at Janipur, Division Bench of State High Court comprising Chief Justice N Paul Vasanthakumar and Justice Dhiraj Singh Thakur today directed Chief Secretary to release minimum of Rs 4 crore in favour of Jammu and Kashmir Projects Construction Corporation within a period of two weeks from today.
Division Bench also directed JKPCC to commence the works forthwith for completion of construction and for laying the road at the entry point in war footing manner and complete the pending works with in a period of 8 weeks from today.
After hearing Advocate Abhinav Sharma, DB said, “insofar blacktopping of the road leading to new parking area in District Court Complex is concerned, the State is directed to commence the work through the PWD immediately and if the same is not possible and the work has to carried out through some other agency, a sum of Rs 50 lakh shall be sanctioned within two weeks”, adding “in such event the executing agency shall commence the work within two weeks from today”.
Senior Advocate Sunil Sethi appearing for the PIL submitted that security within the court complex was inadequate and the same was required to be strengthened by devising various future plans.
“On the administrative side this court constituted security committee comprising sitting High Court Judge along with law officers, leading members of the Bar and officers of the High Court with effect from April 20, 2015 and it is seen that pursuant to the interim directions given by this court a committed was constituted earlier to review the security aspects at Jammu and the committee also submitted its report before the Registrar General”, DB said.
The DB also directed Registry to forward the report to the committee and the same committee may go into all aspects and devise ways and means to strengthen the security aspects within court premises.
