Remove bottlenecks to make Jammu City planned: JMC House Committee

JAMMU, Jan 1: Rajinder Sharma, Corporator and chairman Jammu Municipal Corporation (JMC) House Committee constituted for framing of building schemes for Jammu City under the ambit of Master Plan for 2032 has suggested some proposals for making city planned and avoiding prevailing malpractices.
The five member Committee which besides Rajinder Sharma its chairman included Corporators, Pawan Kapai, Pawan Singh, Gourav Chopra and Vijay Choudhary have also called on Lt . Governor G C Murmu here and submitted a copy of their report with the request the recommendations made by them be implemented in letter and spirit.
While talking to reporters Rajinder Sharma said the objective of the Committee was simplification and streamlining of administrative process, providing better and efficient services to the masses and framing of building schemes for Jammu city under the ambit of Jammu Master Plan 2032 for built up and non built up areas of Jammu City.
He said, however, there are many bottlenecks that has made city unplanned and has given rise to malpractices.
While highlighting the suggestions made by Committee, he said legally JMC is weak in granting the building permissions as rules under JMC Act 2000 have not been framed as a result many cases fail to prove during legal scrutiny. Moreover built up area can’t be remodified as it amounts to huge losses. A clause be inserted in the Master Plan declaring area under JMC as one Zone and corporation be allowed in sub zonal plan in respect of each ward.
The Committee in its report has shown concern that online building procedure is not being followed in true spirit with the result people have to move from pillar to post for getting NoC from seven departments in case of residential building and nine departments in case of commercial building. The Committee said the concerned should comply effectively under public servicer Guarantee Act and if they failed they should be made accountable for the same. It suggested the procedure for granting of NOCs be simplified.
It also suggested that BOCA should be abolished as there is Jammu Municipal Corporation Act 2000 in place. This step will make process faster. Moreover the land in all 75 wards be declared as Abadi Deh except Nallahs, Khad and forest. The compounding powers of violation up to 10 percent should vest with JMC Commissioner powers above 10 percent to 20 percent should vest with Tribunal and cases of violation of over 25 percent should be forwarded to civil suit.
It also suggested that old city be exempted from the clause of 10 feet wider lanes. It also made many other recommendations and said that New Jammu can be developed on the sides of New Ring road and further stressed on implementation of 74th Constitutional amendment in letter and spirit.
