Is the constitutional authority of Comptroller and Auditor General of India (CAG) being given due heed in respect of its audit reports and recommendations very promptly in Jammu and Kashmir , less said the better as ‘excelsior’ through these very columns, has been bringing about specific instances where due compliance was rendered subservient to “whims and convenience” of the concerned authorities. In another such instance , irregularities pointed out by the CAG into the affairs of and ‘goings on’ in Jammu and Kashmir Projects Construction Corporation Limited (JKPCC) from time to time has not received due attention till date.
Moreover, a ‘Fact Finding Committee’ constituted by the Government to submit a report about the style and manner of functioning of the Corporation with intent to point out the areas of weaknesses, breaching of barriers of procedures and set transparent system in it, has failed to meet the deadline for submission of its findings . It may be recalled that the JKPCC is alleged to be awarding contracts on nomination basis and without following transparent tendering procedure , diverting funds from one project to the other which resulted in majority of projects languishing and remaining incomplete , irregularities in appointments at various levels and sheer inefficiency in performing resulting in losses by way of huge cost escalations .
We wish this Committee comprising four IAS officers to submit the report at the earliest so that not only the functioning of the JKPCC could be streamlined on professional , transparent and much required performing lines but the personnel of doubtful integrity subjected to proper recourse of departmental and other action as prescribed under the established system. This Corporation is synonymous of corruption, non performance, favouritism and inefficiency and needs to be cleansed at the earliest.
