‘Representatives of Local Bodies not consulted in development plans’

DODA, May 27: Members of District Development Council (DDC) and Block Developmental Council (BDC) here today claimed that DC Doda made development plan and submitted it to the Chief Secretary without consulting them.
It is pertinent to mention here that yesterday DDC Chairman Doda, Dhanantar Singh Kotwal had threatened to resign against ignoring of the elected representatives of the rural local bodies in developmental works.
The members of DDC and BDCs today extended support to Kotwal and said that district administration officers should stop such a wrong attitude in the interest of democracy.
They also claimed that though the government talks about empowering of PRIs and other rural local bodies but in reality these bodies are not taken into confidence when development works are planned and carried on.
“When developmental plans of entire UT reached the Chief Secretary (CS) only that of Doda district was left after which the CS called DDC Chairman,” they maintained adding: “Protocol of DDC and BDC members and Chairpersons is not honoured by the district administration.”
They also talked about back to village programme of the government and said that only for one time Rs. 9.80 lakh was given but after that not even a penny was released.
The representatives of local bodies also alleged corruption in district administration and demanded transparency.
They appealed to the LG to take a note of this.
