Reservation for OBCs

The Constitution of India provides 27 percent reservation to the Other Backward Communities (OBCs). But this provision does not apply to Jammu and Kashmir State due to special status granted to it under Art 370. Later on this provision of 27 percent was given a new dimension in the State by converting it into ’27 percent for RBA’. As a result of it, the reservation benefits were extended to those who were well off. Under this rule, there are three categories (i) RBA 20 % (ii) ALC 3% and (iii) OSCs 2%. As a result the real OBCs who were supposed to get benefits were further marginalised. The State political parties like BJP, Congress and National Conference never bothered to give due representation to this section of the society.
Had Mandal Commission been fully implemented it would have uplifted and empowered this section to a great extent.
