Sir,
Apropos to the article “Make reservations on economic basis” in DE May 11,2017. The authors Hamid Hashmi and Touqeer Haider have, emphasised on the economic basis reservations. They have given reference of pre-vedic temporary social adjustment of Varna System.
Besides, the authors have not opposed the reservation on the name of RBA and ALC. The reservation is on the basis of social and educational backwardness. An individual living anywhere in the country is identified by his/her caste. An individual of upper caste doesn’t lose his/her social status even if he/she resides in so called backward areas. In J&K, people living in so called backward areas have been declared social backward with 20 percent and 30 percent reservations. Those who talk of reservation on economic basis are the people belonging to upper castes and who are getting 82 percent reservation in J&K State.
At present 57 percent is in OM; 20 percent in RBA, 3 percent in ALC mostly goes to upper classes only, two percent for OSCs never matured, sometimes not mentioned in even the advertisements. This two percent also goes to OM. There is only one and one definition of socially and educationally backwardness but in J&K State it has three meanings viz RBA, ALC OSC, OSCs. In J&K State where 70 percent population is of Muslims and among Muslims about more than 50 percent are OBCs. The oppposition to reservation is made by upper caste people who do not want to see people of other castes progressing.
Yours etc…
