Resolve pending issues, fill up vacant posts: JKEEGA

JAMMU, Feb 14: The Jammu and Kashmir Electrical Engineering Graduates Association (JKEEGA) today urged upon the higher authorities in the PDD to resolve all the pending issues and fill up vacant posts at all levels in the department.
In a meeting of the Executive Council of the body held under the chairmanship of Sachin Tickoo, its president and attended among others by Ashok Kumar Dubey, Rajeshwar Jamwal, (senior vice presidents), Sunil Gupta, Jahangir Ahmed, Gulshan Bhagat, (vice presidents), MP Singh(Patron), Yash Paul, Vishal Singh Chib (Provincial secretaries) and others, the members expressed grave concern over the non redressal of issues.
The members discussed the recent communication by the Managing Director JPDCL (Chairman of the Committee on Recruitment Rules-Gazetted/Non Gazetted) vide his letter No. MD/JPDCL/ Adm/76/2833 Dated-01/02/2023 addressed to Principal Secretary wherein, he has clearly projected that 8500 posts (318-Gazetted, 8182-Non Gazetted) out of the existing sanctioned strength of the PDD are vacant. Further, he has been candid enough to accept the harsh reality that without proper staff it is not possible for corporations to achieve the targets of revenue fixed by the Government.
JKEEGA has been repeatedly putting across the same argument that Government ventured into the domain of unbundling with an aim to reform the Power sector of J&K and accordingly the committee constituted by Govt had submitted the necessary things to do so in the form of the report as mentioned in the letter written by Managing Director JPDCL. The said committee after studying the organizational structure had suggested that 8781 posts (Gaztted-419 and Non Gzetted-8362) are to be created to manage the manifold rise of assets of PDD over the years.
But even after three years of unbundling, existing staff strength is not in place at various levels. One fails to understand that despite availability of hundreds of vacant positions at various levels and availability of eligible Engineers for those positions, the proposals are pending at various levels.
The Managing Director heads contract committees and important decisions and financial matters are also hampered. Despite lapse of 3 years, the regularization of the Engineers at all levels as per SAC decision is standstill and no sitting engineer has been regularized. It is a fact that presently all sitting Chief Engineers are all substantively Assistant Engineers or even Junior Engineers. The Gazetted Service Recruitment Rules are yet to be notified.
