Restore 3-Tier Panchayati Raj

Jammu and Kashmir Lieutenant Governor’s assurance regarding the conduct of elections to Local Bodies for establishing a 3-tier governance structure marks a significant step in restoring democratic values and empowering the citizens of the Union Territory. This declaration on the eve of the 76th Republic Day has stirred hopes of a brighter, more participatory future for the region, which has been grappling with a long-standing absence of functional local governance structures since the dissolution of Panchayats and Municipalities more than a year ago. The proposed elections and the subsequent formation of a three-tier Panchayati Raj system are important in fostering inclusive development, strengthening democracy, and addressing the people’s aspirations.
A 3-tier Panchayati Raj system at the village, block, and district levels, is the cornerstone of decentralised governance in the entire nation. The system not only provides a democratic platform for citizens to engage in decision-making but also ensures that the Government remains accountable and responsive to the needs of the people. By placing power in the hands of local representatives, this structure enables grassroots participation, allowing communities to directly influence policies that affect their daily lives. For Jammu and Kashmir, where the need for sustainable development, employment opportunities, and social inclusivity is particularly urgent, a 3-tier Panchayati Raj system has been transformative. Local governance structures provide an effective mechanism for addressing issues such as education, healthcare, infrastructure, and rural development, which often require tailored approaches specific to each community. The success of Panchayati Raj institutions depends on their ability to function independently and without interference. There must be strict oversight to ensure that these bodies are not hijacked by local elites or political interests.
