REASI, Sept 30: District Administration Reasi has started an innovative mechanism for making Panchayati Raj Institutions (PRIs) more vibrant by involving Sarpanchs and Panchs in core departmental activities which will be monitored based on agreement signed by each Panchayat for achieving time-bound targets.
Results Framework Document (RFD) formulated by Performance Management Division in PMO has been adopted at Panchayat level by introducing local level interventions. This was finalised after a 4-day long marathon interaction with members of 147 Panchayats of district wherein awareness about the new model of participatory approach was generated.
District Development Commissioner Dr Shahid Iqbal Choudhary along with Additional DDC Bikram Singh Jamwal, ACD Joginder Rai and other senior officers of 14 line departments held detailed deliberations with PRIs at block level to review devolution of powers to Panchayats. In order to involve Panchayats in “Good Governance”, the DDC called for “PRI-activism” which will be achieved through RFD.
Under this model each Sarpanch will have to sign an agreement with Block Development Officers for various activities to be done. Every month Sarpanches will be ranked as per their performance and quarterly reviews will be conducted to carry out mid-term appraisal of RFD. For current financial year targets have been fixed for 6 months starting October. Process for Annual RFD of 2014-15 will begin in January 2014. On 2nd October all 147 Panchayats will sign RFD on an oath to achieve targets in various sectors.
RFD report shall include inspection of attendance is schools, monitoring of Anganwadi Centres, conducting meetings of Village Education Committees, Health and Family Welfare Committees, Drinking Water & Sanitation Committee, receiving and distribution of food grains, formulation of agriculture plans, selection of beneficiaries against targets given by departments, conduct of social audit of Panchayat, issuance of new job cards, checking quality of mid-day meal, internal adjustment of Ration Cards, participation in meetings conducted by departments, organising Deh-Majlis and inspection of attendance in health institutions among 15 activities.
Performance Management Division headed by ACD Joginder Rai will monitor implementation at district level and also capability building of PRI members.
ADC Rajinder Singh Tara, DFO Dr Sayed Nadeem Hussain, ACR Tilak Raj Shastri and district officers of almost all the departpments participated in final round of RFD formulation.
