JAMMU, May 7: Retired In-charge Deputy Registrars of Cooperative Department, have finally got justice after a long wait of 16 years.
The issue was projected by ‘Excelsior’ in its issue in the recent past. About half a dozen Assistant Registrars working as I/C Deputy Registrars had even retired before getting any promotional benefits. About ten others were struggling to get the benefit of promotion.
These aggrieved officers pleaded to the higher authorities to conduct DPC many times but now after the lapse of over 16 years the DPC was finally conducted by the Public Service Commission and 11 officers were cleared for the next promotion to the post of Deputy Registrar, by the Administration department in an order issued on May 3.
Those promoted included, Syed Aijaz Andrabi, Bashir Ahmed Dar, Ali Jan Qadri, Ghulam Mohd Khan, Naresh Kumar Sharma, Bodh Raj Verma, Parvez Ahmed Qadri, Aslam-ul-Rashid, Santokh Ram, Ramesh Chander and Bashir Ahmed Lone.
Meanwhile, these officers in a meeting held here today expressed their gratitude to Chairman of the J&K Public Service Commission and the Commissioner /Secretary Cooperatives, Yash Mudgil for according them justice after a long wait and struggle.
These retired officers stated that they figured in the final seniority lists of Gazetted officers/Assistant Registrars issued by the Cooperative Department way back in 2003 and 2005, and the said seniority lists were operated in the Departmental Promotions Committee meetings held by PSC in 2003 and 2006 thereafter, no DPC meeting was held with the PSC. Since 2007 onwards, the Cooperative Department failed to hold the DPC meeting with the PSC without any valid reason. Those who figured ahead in the aforesaid seniority lists were subsequently inducted into Administrative Service and even some of them were placed in the selection grade.
Despite the clear and unambiguous standing Government Orders and instructions on the subject to hold timely Departmental Promotions Committee meetings to the address, the Cooperative Department over the years followed a lackadaisical, half hearted and dilly dallying approach in the matter, resulting the retired officers incorrigibly in terms of mental agony and financial loss both while being in service and even after retirement.
