KATHUA, June 24: A meeting of Incharge School Education Department Officers was held here today under the chairmanship of S Surjit Singh, State president Retired Headmasters Forum.
In the meeting, participants showed their resentment against not issuing the regularization orders by implementing SAC decision and order No: – 114 Edu of 2019 dated 23.01.2019 regarding the regularization of all fresh and back log 8000 incharge officers and +2 incharge lecturers.
S Surjit Singh said that Incharge Headmasters, ZEOs and lecturers are not regularized since 2011 and Incharge Principals, CEOs and Joint Directors since 2007-08. He said State Administrative Council took the decision to regularize all cadres and general administrative department also constituted a committee under the chairmanship of Secretary School Education but no meeting has been convened to issue the regularization orders.
Speaking on the occasion, Amar Nath Thakur, State chairman of Incharge Cadres Co ordination Committee (SEECC and JKGTF), said that all formalities of incharge + 2 lecturers have been completed like Vigilance clearance, work and conduct certificates, cause of vacancy position, integrity and seniority etc but delaying the regularization despite directions of the Chief Secretary to all Administrative Secretaries to regularize all up to 30.4.2019, is frustrating the cadres.
“If the SAC decision, Order No. 114 Edu. Of 2019 dated 23-01-2019 and directions of Chief secretary are not implemented by June 30, 2019, Incharge cadres will have no other way but to protest,” he warned.
He further demanded the filling of all 2500 vacant posts of +2 lecturers in newly upgraded higher secondary schools, adjustment of newly promoted Sr, lecturers and ZEOs as incharge principals in all 201 schools, filling the vacant posts of ZEOs and Headmasters through DPC, sanctioning of clerical staff in all 17 hanging Zones and high schools of Jammu division, clearing the pending liability of SSA Head Teachers and regularizing their salary, adjustment of 1100 surplus Lecturers and Masters on rational basis and issuing transfer orders of Lecturers, Masters and Teachers of Jammu province.
Thakur also requested the Governor to direct all recruitment agencies like SSRB, PSC , all State level other competitive exams conducting agencies , JKBOSE and universities to install CCTV cameras in exams centres to bring transparency and prevent copying in exams.
