Rev Deptt seeks explanation from 21 Tehsildars

JAMMU, July 12: Taking serious note of manipulation of timelines under the Public Service Guarantee Act (PSGA) for issuing Fard, a crucial revenue record document, the Revenue Department has called the explanation from 21 Tehsildars across the Union Territory of Jammu and Kashmir.

Through a communication addressed to Tehsildars in Srinagar, Jammu, Pulwama, Budgam Anantnag, Kathua, Baramulla, and Udhampur Districts, the Revenue Department has expressed concern over manipulation of the PSGA by the revenue officers.
The explanation from the Tehsildars is sought on the basis of a department’s findings that approximately 48000 applications for Fard were returned by the Tehsildars in question to applicants after 9 or more days, despite the mandated 10-day timeline stipulated by the Jammu and Kashmir PSGA, 2011.
This delay, deemed intentional by the department, aimed at artificially reducing the applicant count, causing inconvenience to the public.
Accordingly, the Revenue Department has reminded the Tehsildars of their duty to adhere to PSGA timelines and cautioned that non-compliance could lead to disciplinary action under the Jammu and Kashmir Civil Services (Classification, Control, and Appeal) Rules, 1956, along with penalties specified in the JKPSGA, 2011.
Further, the erring Tehsildars have been given 3 days time to explain their position with valid justifications to avoid disciplinary measures.
