Review JKPSC selection rules

Sir,
This is to drew the attention of the concerned authorities and the Governor of the State to the fact that J&K Public Service Commission has amended existing Rule 51 of J&K PSC (Business and Procedures) Rule-1980 for selection of Lecturer 10+2 schools vide JKPS notification No. PSC/exam / 2016 ‘dated 12/5/2016, wherein 15 points have been kept for Higher Achievements whereas in the Advt. Notice which invited applications there was no such condition for preferential treatment to any higher achievement. Besides, in the list of higher achievements, the National level achievements like NET and state level SET have totally been ignored and no point has been kept for them.
Here it is submitted that NET  and Ph.D have been treated for equal points even for the post of Assistant Professor of Degree Colleges. So same points should be given to NET qualified candidates as has been meant for PhD qualification for selection of Lecturer 10+2 Schools. Moreover, 04 points have been kept for publications which cannot be justified from any point of view because even for the post of Assistant Professor, the publications are not the required eligibility, one point each has been kept for sports, NCC and Gold Medal etc, which is nowhere additional qualification but individual achievements.
That if individual achievements like NCC, sports, Gold Medal and publications carry many points, then NET is also a National level achievement and NET qualified candidates be given equal points with Ph.D holders.
That academic merit of the candidate may also be considered for some points in the selection process.
Keeping the above facts in view, it is requested to review the present unjustified selection rules for the post of Lecturer 10+2 in the interest of justice with unemployed candidates having National Level (NET) and State level (SET) achievements.
