Revoke proposed B.Ed. mandatory qualification

This has a reference to “SED proposes post of Vice-Principal, B.Ed. for Lecturer and Exam for promotion” DE Oct 8, 2023. In this connection it is hereby requested to Principal Secretary School Education to withdraw the proposed B.Ed. mandatory proposal kept in “Proposed updation/Revision of J&K School Education (Gazetted) Service Recruitment Rules – 2023 notified vide circular No. 5 -JK (Edu.) of 2023 Dated: 27-9-2023. If the proposed change is implemented it will close doors for a large number of Ph.D., N.E.T, and Post-Doc qualified youth preparing for Lecturer job for the last about ten years. Pertinent to mention that Recruitment Rules of Lecturers were revised lastly vide SRO 481 of 2010 Dated: 30-12-2010 and SRO-786 of 2019 Dated 25-10-2019. In these revised rules essential qualification for direct recruitment as Lecturer was kept as P.G. only and B.Ed. was compulsory for further promotion as Principal.
Now if suddenly these rules are changed without giving sufficient time to candidates in anticipation to prepare for the same, it will be great injustice with those who are meritorious and who qualified NET and opted for Ph.D. rather than going for B.Ed.
As far as guidelines of NEP-2020 and NCTE are concerned, these are flexible in nature and can be applied as per requirement on ground. There are thousands of lecturers working in School Education Department without B.Ed. Degree under the same implemented NEP-2020 and NCTE guidelines and the Department has arranged massive B.Ed. training course for untrained teachers through correspondence course of IGNOU. Same approach can be applied to lecturers also after their appointment with compulsory provision to acquire B.Ed. within five years. The School Education Department should follow the example of U.G.C. Regulations-2018 issued under same circumstances making Ph.D. mandatory for recruitment of Asstt. Professor of universities but in these Rules a relaxation of five years was given to the candidates to acquire Ph.D. during this time. The U.G.C Rules issued in 2018 were to be implemented from 2021, later extended upto 2023 and finally withdrawn as per representations of stakeholders and experts. In these circumstances it is also to be seen that for which category of teachers these guidelines of NCTE and NEP-2020 are proposed, whether to Higher Grade Gazetted Post of Lecturer or to PGT and TGT only. The School Education Department is therefore requested to take sympathetic view of these submissions and exempt Ph.D. and NET candidates from B.Ed. mandatory provision for recruitment of Lecturers and withdraw such points from “Other proposed changes” clause of the Policy.
