JAMMU, Dec 19: Ring Road Kissan Sangarsh Samiti has appealed Governor of J&K State for sympathetically resolving the demands of the small and marginalised farming community, whose land is being acquired for the Ring / Semi Ring Road projects at Jammu and Srinagar cities and who are being forcibly deprived of their already meager land holdings without any reasonable compensation.
“In spite of repeated requests for compensating the farmers as per the Central Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 commonly known as RTFCLARR Act, no action has been initiated by the Govt,” rued Sarat Chander Dubey, leader of the Sangarsh Samiti, while addressing a press conference, here today.

RTI activist S Balvinder Singh, who was also present in the press conference, urged upon the Governor to repeal 84 years old J&K Land Acquisition Act 1934 and bring in new legislation in the State which should be at par with the Central law i.e (RTFCLARR Act 2013) to clear the disparity between the compensation paid to farmers and peoples in other States of the country and compensation paid to the farmers and people of J&K State.
“The land under acquisition is highly valuable (4 to 5 crops) multi crop agriculture land, which is being acquired at less than 1/30th of the market value. This acquisition is bound to push the farming community to the brink of starvation,” he said and urged the Governor for his kind intervention in ensuring fair compensation to the farmers atleast in tune with the Central RTFCLARR Act of 2013 as assured by the Prime Minister in his address to the nation Man Ki Baat i.e. 4-6 times of the market value and proper rehabilitation to the families loosing their habitation,” he said.
The Samiti urged the Government to ascertain correct prevailing market value of the land by following all norms of fair justice and no dispossession without payment of fair compensation. It also demanded rehabilitation and compensation as per RTFCLARR Act irrespective of ownership or tilling rights, compensation for structures at replacement cost method, transplantation of all fruit trees and raising Zabarana and quick and speedy settlement of grievances through special Lok Adalats.
Others, who were present in the press conference, included S Sharanjeet Singh, S Jasbir Singh, Kulbhushan Khajuria, Om Parkash Khajuria, and Surjeet Singh.
