Road ahead for new LG

Inderjeet Sambyal
As G.C. Murmu the first L.G. of U.T. of Jammu and Kashmir resigned as L.G. exactly one year after it was created and now, he is appointed as new Comptroller and Auditor General (C.A.G) and his position was replaced by Manoj Sinha who severed minister of communication and minister of railways in the NDA Government. A three-time member of Parliament, who made his debut in campus politics in 1982 in B.H.U. has shows his powerful presence in the slippery politics of Uttar Pradesh. Sinha was first elected to the Lok Sabha in Gazipur in 1996 and retained his seat in 1999 and 2014. Non-controversial easily available and very friendly approach towards its voters, people who know him used to characterize Sinha. Now Sinha’s appointment as second L.G. of a newly formed UT. comes at a time when the region is facing a lot of challenges. Mr Sinha will have to walk the tight rope of balancing New Delhi’s concerns with the two diverse regions of Jammu & Kashmir. Moreover, if we turn town the pages of history, the appointment of Manoj Sinha is being compared to Arjun Singh’s appointment in Punjab in 1985.
The then P.M. Rajiv Gandhi chose to appoint senior congress leader Arjun Singh as the governor of the State to start the political process and election were soon held in the state after president’s rule ended. The appointment of Manoj Sinha is also seen as indication of the PM Narendra Modi’s will to initiate the political process in the state. The first thing Manoj Sinha has to deal at earliest is restoration of 4G internet services. As Jammu & Kashmir became the UT. on 31, Oct 2019, for a very long time this UT is not having fast internet services due to security services. These security reasons include existence of terrorist modules in UT. and their handlers from across the border. Provoke people through fake news and targeted messages and misuse the internet to promote terror activities in UT. It is also a reality that a lot of innocent people are also suffering due to slow internet speed in the UT. These victims are innocent children who are unable to attend online classes due to Covid-19 pandemic and business man are unable to do the business. The matter is in the Supreme Court as a petition has been filed in the Supreme Court by various stakeholders to restore 4G services in the UT. On this issue there is a hue and cry in the state by some sections of society.
But on the other hand, we have to see the nations interest first and on priority bases. Kashmir has been a victim of terrorism for years. The security forces have been caught up in bloody war with the terrorist there. However, in recent days there has been targeted killings and many attacks on BJP leaders. Abdul Hamid Najar, Sajad Ahmed, Arif Mohammad Shah this follows the killing of former Bandipura chief Wasim Bari along with his brother and father. This is a clear attempt by terrorist to create trouble in the UT. It seems the Muslims in the BJP will be targeted. As the BJP has won 81 out of 310 BDC elections that were held in October last year. This presence of the party in the valley will make it to build a credible base and then gradually capitalize on it in the coming year. Following attacks on BJP members providing adequate security to party workers looking after their well being and working towards stopping targeted killing of political leaders will be some of the priorities that is expected to be solved by seasoned and experienced politician like Mr Sinha .
On the issue of unemployment concern in the newly formed UT., the J&K administration has already begun the first phase of recruitment drive to ten thousand individuals for Government posts and in the next phase forty thousand jobs are to be advertised in a phased manner, along with filling other posts, however opening focus will be to provide job opportunities in class IV vacancies to divorced women, single mother’s, widow’s and destitute along with the people of families from where not a single member has a govt. job. As per development and infrastructure projects are concerned Subrahmanyam Swami (C.S.T.) recently stated that 2,279 such projects worth Rupees 5,979 CR were finally cleared in last 12 months after several delays. Mr. Sinha has to monitor all these projects in a time bound pattern. so that a new work culture should cultivate in the newly formed UT and only a visionary man like Manoj Sinha can lead this journey. Further more people such as the West Pakistan refugees, Gorkha communities and Valmiki Samaj have to be handed the domicile certificates, to allow them buy properties and apply to jobs in the UT. These are the steps that could directly better the livehood of people from Valley and Jammu.
