Jammu and Kashmir has fortunately been well ahead of most of the states in the country where villages have more or less connectivity comparatively better but still most of the villages are either not connected inter-se or not linked with the main roads/National Highways etc. To overcome this disadvantage especially faced by villages in far flung, border and hilly areas, the UT Government embarking upon pursuing and monitoring on-going construction of roads under schemes like PMGSY, under Capex, CSS etc is a well required step taken with an aim so that a road to every village in the UT became a reality.
It is well advised that a target oriented approach in construction of such roads should be the rule. Therefore, under the flag-ship scheme of PMGSY phase three, a target fixed at 1750 kilometres road length by the end of the year 2022 to be completed has must be definitely .Public Works (R&B) Department has, reportedly shown its better performance in this respect and therefore the proposed road length could well be built, the funds position being consistently well assured and promptly released.
In respect of most of the roads built, the stage of black topping rarely reaches or reaches quite late and in most of the cases, the semi- built roads get damaged due to rains etc which, therefore, entails road building to be complete in all respects. In respect of certain projects especially of small bridges, however, the position is not satisfactory. Therefore, much needs to be done as, long span bridges, for example are only less than half of the targeted ones completely built. However, expenditures incurred up to between 85 to 95 per cent of the funds under CRIF and PMGSY speaks about the projects taken up are being built with satisfactory speed.
