The news titled “Locals did not allow administration to burry dump rotten rice” published in this paper on 31st May, was the confirmation of the negligent and criminal act of the then Deputy Commissioner Udhampur, during the days when the State was under the grip of floods and the people were suffering for want of relief and ration material. The number of Social Organizations, NGOs and Governments of other States came forward in providing relief to the affected peoples. The relief distributed by the Social Organizations and NGOs reached in time to the affected people but the relief received by the District Administration from different sources was supposed to be distributed through District Administration. In one such sympathetic consideration, thousand quintals of best quality rice were received by the District Administration Udhampur at the Railway Station Udhampur sent by Chhatisgarh Government as a goodwill gesture. Instead of immediately distributing, the same was dumped in various locations in open area in Udhampur and was allowed to decay. The matter was agitated by the then sitting MLA of Udhampur Balwant Mankotia by staging and sitting on fast, which somehow compelled the then Deputy Commissioner Udhampur for minor distribution from this big chunk of relief and rest was kept dumped for best reasons known to the then District Administration. Ultimately, this big chunk met its fate and the rice decayed. Now its dumping in Tikri has been resisted by the people because of its smell in the area, which may cause many medical problems in the area.
As a senior citizen of Udhampur and part of civil society, I request and expect from present Deputy Commissioner Udhampur, to order an enquiry in the matter, and bring the case to its logical conclusion.
