RTI activists demand Vigilance probe into financial irregularities

JAMMU, Mar 18: Sangarsh RTI Movement have demanded vigilance probe against the officers of various department who have withdrawn crores of rupees from Government treasuries by issuing Self Cheques on the fag end of last financial year 2013-14.
Addressing a press conference here today, S Balvinder Singh, convener Sangarsh RTI Movement, urged the Chief Minister and Finance Minister Haseeb Drabu to order a   Vigilance probe to ascertain   how these withdrawals of big amounts were allowed to be made from different treasuries of Jammu province by the Executive Engineers & HoD’s of different departments.
“Even as there are standing instructions from the Finance Department that no work shall be executed departmentally without inviting tenders and no purchase should be made locally without inviting tenders,   then how the works have been executed departmentally amounting to crores of rupees   by violating the laid down norms and particularly after the Govt Order No. 16/F-of 2007 dated 16/5/2007,” he asked.
“This order allows the Executive Engineer to take up the execution of departmental works upto Rs 0.20 lakh in each  case subject to maximum of Rs  2 lakh per annum and Superintending Engineer upto Rs 0.50 lakh in each case and Chief Engineer Rs 2 lakh in each case, where as on the ground  the withdrawal of amount from the treasuries shows how the concerned Executive Engineers & HoD’s of different departments  have violated all the standing instructions and above referred Govt Order openly without having any fear of Law,” he added.
RTI activists Ravi Razdan, Raman Sharma, Sharanjit Singh and Manmohan Singh were also present in the press conference.
