Ruling party befooling SCs, STs, OBCs over quota issue: JKRCEA

JAMMU, Aug 28: The Jammu and Kashmir Reserved Category Employees Association (JKRCEA), today alleged that ruling party was befooling SCs, STs and OBCs over the issue of reservation in promotions.
Addressing a joint press conference here today, the members of this organization has castigated ruling dispensation of both Central and JKUT Administration, for misleading the SC/ST/OBCs masses in the matter of reservation with sole attempt to grab their votes. With the announcement of elections for Assembly of JKUT, all the political parties have started their sloganeering regarding biggest welfare component which is reservation for SC/ST/OBCs as enshrined in the Indian Constitution.
They have started befooling SC/ST/OBC masses in this regard for their vote to win the elections and then desert them without fulfilling their promises. The narrative and counter narrative started in this regard after National Conference under Dr Farooq Abdullah declared their “Election Manifesto” with 12 guarantees and none in the interest of SC/ST/OBCs. There is only a passing reference in the manifesto as, “Reservation Policy will be reviewed and any injustice and imbalance will be corrected.”
Prof G L Thapa, working president, on the issue said that during BJP-PDP coalition Government, in Dec 2015, High Court of J&K struck down provision of reservation in promotions for reserved categories of J&K. Late Mufti Syeed led Government neither implemented High Court order nor filed SLP in Apex Court for protection of mandate of J&K Reservation Act of 2004. SC/ST employees filed SLP in Supreme Court and got stay on that order which has not been implemented so far.
He said the Congress and National Conference should also clear their stand on the issue. He said these categories will support only those parties which intend to support them on their issues. Moreover, BJP is silent over creamy layer and sub-classification amongst SC/STs in JKUT as well. He asked question from the senior BJP leaders including SC/ST/OBC leaders in the party that why they kept mum on issue of reservation in promotions.
Senior members Sham Basson, Mahender Bhagat, Prof Kali Dass, Mohd Qureshi, Bansi Lal Choudhary, B M Mehra and ML Banalia also spoke on the occasion.
