Rural development

Sir,
I would like to highlight the meaning and concept of rural development for the information of all concerned including the people and administrative authorities. Traditionally, the term” Rural Development” is viewed as construction of village paths,ponds and bowlies (water springs etc), which is very narrow concept and not true. In fact, the concept of rural development is very wide and covers a wide areas of rural life. Traditionally, only one department headed by Director Rural Development at province level and Block Development Officer at block level is concerned with rural development which looks after only one aspect of rural areas while as all other aspects are neglected.
The concept of rural development is very wide to cover the development of all sectors including-agriculture, horticulture, sericulture, floriculture, animal husbandry, sheep husbandry, irrigation, water supply, electricity, cooperative, social welfare, social forestry, school education and many more sectors. Accordingly, there should be an integration of all the departments linked with rural areas and the department of Rural Development should be renamed as “the department of integrated rural development” and all the departments linked with rural society should be put under the administrative control of one Director General of Integrated Rural Development Department. At district level, there should be a district rural development authority with administrative control over all the documents and at block level there should be a Block Development Authority and each block should be divided into three zones headed by a Zonal Development Officer and the village Panchayats should be the hub of the development programems of all the allied departments. And the village oshould be renamed as” village secretariat” where all plans for rural development should be prepared and discussed before final approval.
