SRINAGAR, July 31: The State Administrative Council (SAC) which met under the chairmanship of Governor, Satya Pal Malik today decided to submit a proposal to the Government of India for grant of one time compensation to the left out 5300 families of PoJK Displaced Persons (DPs) of 1947, who were initially registered outside the State but later on settled in Jammu and Kashmir and creation of 33 posts for strengthening of State Judicial Academy.
The Prime Minister had announced a Reconstruction Plan for the Jammu and Kashmir on November 7, 2015. The plan, among other components, included ‘Rehabilitation package for one time settlement of 36,384 Displaced persons (DPs) families of POJK-1947 and Chhamb. The Rehabilitation package for Displaced Persons families from PoJK and Chhamb under the Prime Minister’s Development Package (PMDP) provided for an amount of Rs 2000 crore at the rate of Rs 5.50 lakh per family.
However, the said package did not cover the 5300 DP families of PoJK-1947 initially registered outside the State but having later settled in Jammu and Kashmir. These 5300 families are over and above the 36,384 DPS (26319 DPs of 1947 & 10,065 Displaced Persons of Chhamb 1965 & 1971) projected to Union Ministry of Home Affairs.
The State Administrative Council also approved enhancement in Hardship Allowance (HA) of J&K Police personnel from existing 8% to 10% of the basic pay, in respect of all the ranks of JKP with effect from August 1, 2019.
The SAC also approved increase in Hardship Allowance from existing 10% to 12% of the basic pay in respect of classified category of J&K Police including SOG/BDS with effect from August 1, 2019. The decision will benefit around 84000 JK Police personnel.
The Council also accorded sanction to the enhancement of Ration Money Allowance (RMA) in favour of non-gazetted Police personnel from the existing Rs 2000 to Rs 2500 per month with effect from August 1, 2019.
The decision will benefit around 83,000 Police personnel from follower to Inspector and give them financial relief and help them improve their living conditions.
The increase in the Ration Money Allowance will boost the morale of the jawans and motivate them for better performance in challenging circumstances. It will also bring JK Police jawans closer to the amount which Central Forces get, with whom they often live and work together.
The State Administrative Council further accorded sanction to the creation of 21 posts of various categories in the High Court of Jammu and Kashmir for the Administration, Management and the Recruitment Cell.
The posts include three posts of Registrar, three posts of Section Officer, three posts of Senior Scale Stenographer, three posts of Senior Assistant, three posts of Junior Assistant, three posts of driver and three posts of orderly with one each for the Administration, Management and the Recruitment Cell.
SAC also accorded sanction to the creation of 33 posts of different categories in the State Judicial Academy, High Court of Jammu and Kashmir.
The posts include one post of Assistant Registrar, one post of Accounts Officer, one post of Accountant-cum-Head Assistant, two posts of Junior Scale Stenographer, two posts of Librarian, two posts of Library Assistant, three posts of Senior Assistant, two posts of Steno-Typist, five posts of Junior Assistant, three posts of Computer Operator, two posts of Electronic Gadget Operator, one post of Jamadar, four posts of Orderly, two posts of Chowkidar and two posts of Safaiwala.
SG for 64 officers
The State Administrative Council (SAC) has approved release of Selection Grade (Rs.15,600-39,100 + GP 7600- pre revised) in favour of 64 officers of the Jammu and Kashmir Administrative Service. 24 officers have been sanctioned Selection Grade with effect from 01.01.2017, 5 officers from 01.01.2018 and 35 from 01.01.2019.
The officers sanctioned Selection Grade from 01.01.2017 are Bashir Ahmad Lone, Rishpal Singh, Vikas Gupta, Pankaj Raj Katoch, Tassaduq Hussain Mir, Narinder Khajuria, Tilak Raj Sharma, Ashok Kumar Sharma, Khalid Majeed, Charandeep Singh, Ms. Kanta Devi, Vishesh Paul Mahajan, Rajinder Kumar Sharma, Puneet Sharma, Shabir Hussain Bhat, Altaf Ahmad Khan, Haris Ahmad Handoo, Kapil Sharma, Syed Qamar Sajad, Abid Hussain, Pankaj Kumar Sharma and Suraj Parkash Rukwal.
The officers sanctioned Selection Grade from 01.01.2018 are Pawan Kumar, Mohammad Farooq Dar, Akramulla Tak, Bharat Singh and Abdul Satar.
The officers sanctioned Selection Grade from 01.01.2019 are Jyoti Rani Slathia, Sham Lal, Krishan Lal, Babu Ram, Dr. Raj Kumar Thapa, Abdul Aziz Sheikh, Manzoor Hussain, Naresh Kumar, Ms. Trishala Kumari, Ms. Kunzes Angmo, Pran Singh, Rakesh Kumar, Khurshid Ahmad Shah, Ms. Zahida Bano, Zahoor Ahmad Mir, Kuldeep Krishan Sidha, Rajesh Sharma, Ashish Kumar Gupta, Rakesh Magotra, Anu Behl, Amarjeet Singh, Ms. Ankur Mahajan, Pankaj Gupta, Ms. Ulfat Jabeen, Ms. Shagun Sharma, Gulzar Ahmad Bhat, Ghulam Hassan Sheikh, Ms. Namrita Dogra, Dr. Nasir Ahmad Lone, Anju Gupta, Sandesh Kumar Sharma, Showkat Ahmad Rather, Ashiq Hussain Lily, Dr. Nargis Suraiya and Naseer Ahmad Wani.
In a separate decision, SAC has approved release of grade of the Time Scale of the Jammu and Kashmir Administrative Service in favour of Mushtaq Ahmad Beigh notionally from 25.06.2008 to 28.02.2018 and regularly from 01.03.2018 to 31.03.2019 i.e. the date of his retirement and in respect of Mir Munawar notionally from 01.01.2015 to 28.02.2019 and regularly from 01.03.2019 to 31.03.2019 i.e. the date of his retirement.
SAC also approved appointment of four officers of the Jammu and Kashmir Rural Development (Gazetted) Service, namely, Nazir Ahmad Lone (notionally w.e.f 25.09.2008), Bashir Ahmad Hajam (notionally w.e.f 01.01.2013), Fayaz Ahmad Bhat (notionally w.e.f. 01.01.2013) and Hakeem Tanveer Ahmad (notionally w.e.f. 01.01.2015) to the Time Scale of the Jammu and Kashmir Administrative Service i.e. from the date their juniors have been appointed and regularly from a prospective date.
