JAMMU, Apr 1 : The Jammu and Kashmir Administrative Service (KAS) Officers Association held an extraordinary meeting today in the backdrop of the State Administrative Council (SAC) decision regarding Cadre Review of Indian Administrative Service.
The Association expressed resentment regarding ignoring the recommendations of the Cabinet Sub Committee of the erstwhile Government and leaving out the recommendations regarding the KAS Cadre, knowing fully well that the elected Government is to take-over within couple of days.
“The SAC has not only ignored the recommendation of the Cabinet Sub Committee but also deleted some more posts of HoDs from the KAS Cadre” the Association said, adding the Cabinet Sub Committee recommendations were based on giving a reasonable and justified opportunity to the large cadre of KAS and also giving an opportunity to the IAS Probationers for gaining experience before they were given charge of a District.
It may be recalled that the Cabinet Sub Committee under the chairmanship of the then Deputy Chief Minister has recommended encadrement of some posts of Deputy Commissioners in the KAS Cadre. Further, the Committee has recommended certain minimum tenure for IAS Officers before they are posted as Deputy Commissioners. This was done keeping in view the fact that senior KAS Officers in the rank of Special Secretaries are posted as Additional District Development Commissioners and have to work under Deputy Commissioners.
Several other anomalies were also addressed in the recommendations of the Cabinet Sub Committee which have totally been ignored. The KAS Association has requested the Government to review its decision and do justice to the large KAS Cadre giving them adequate opportunities for career development.
