JAMMU, Mar 20: The order with regard to sanctioning of Degree Colleges by the State Administrative Council (SAC) in Samba and Kathua districts has been challenged by some people in the J&K High Court.
In a petition filed by the residents of Panchayat Sallan and other areas, the aggrieved people have contested the acts and omissions of the respondents with regard to establishment of new Government Degree Colleges in J&K vide Government Order No: 106-HE of 2019 dated: 01.03.2019 and Government Order No: 48-HE of 2019 dated, 05.02.2019. The petitioners felt discontented that their demands for setting up a new Degree College in their area has been ignored by the respondents.
It is pertinent to mention here that setting up a Degree College in Sallan, tehsil Hiranagar in district Kathua has been a long pending demand of the local masses.
Justice Rashid Ali Dar of J&K High Court Jammu Wing after hearing Advocate Ankur Sharma for the petitioner stated to produce the record in terms of which the feasibility for establishment of Degree Colleges in Kathua and Samba districts with regard to places mentioned therein, on the next date of hearing, for perusal of the court.
During the course of hearing Advocate Sharma submitted that in Government orders regarding setting up new Government Degree colleges throughout the State of J&K was done by examining feasibility of locations. Whereas, petitioners also submitted feasibility report of Sallan regarding setting up a new Degree College, the area which serves as best possible location which will cater the need of higher education of students of far flung remote areas.
In the above mentioned feasibility report of village Sallan, is a middle point of the catchment area with population of 2.5 lakhs. There are 3 Government Higher Secondary Schools along with few private Higher Secondary Schools in the catchment area which are providing Higher Secondary education to 320 girls and 356 boys approximately. Even land measuring 90 Kanals for setting up the college at Sallan has been identified. It has been found that demands and needs of the general mass of Sallan and surrounding areas was intentionally ignored.
