Salaries to be withheld over unpaid utility bills: DC Anantnag

Srinagar, Feb 17: The authorities in district Anantnag today made it clear that the salaries of Government employees with pending electricity and water dues will not be released.
In a circular issued, the Deputy Commissioner, Anantnag, stated that there is a significant outstanding amount of electricity and water tax dues against various government employees within the territorial jurisdiction of District Anantnag.
“All employees should understand the critical importance of paying electricity and water bills on time to avoid disruptions and maintain reputation,” emphasized the circular.
Therefore, the directives note that to streamline the payment of water and electricity dues, all Drawing & Disbursing Officers of District Anantnag are instructed “to process the salary of the employees for the month of February 2024 only after verifying that the employees on their establishment have cleared electricity and water bills up to date.”
The District Treasury Officer has been directed to entertain salary bills for February 2024 only after obtaining a certificate from the concerned DDO “confirming that electricity and water bills of the employees in whose favor salary has been drawn are cleared up to date.”
Earlier, the Kashmir Power Development Corporation Ltd (KPDCL), in a communication, urged all concerned Deputy Commissioners to draw salaries of government employees only after the clearance of electricity dues.
“KPDCL is entrusted with the responsibility of collecting revenue on account of electricity charges from all categories of consumers, including government employees and contractors executing various development works, in the Kashmir division,” the communication stated.
It also highlighted that the government has fixed revenue targets for KPDCL for the current financial year, and regular review meetings are being held at the highest level with information shared on a weekly basis.
It mentioned that the Finance Department has issued directives for timely recovery of government money deposited in lieu of power energy dues from Government employees.
“In light of these directives and to ensure government revenue realization recovery fixed for the current financial year, all district magistrates of Kashmir division are requested to issue circular directions to all DDOs, District Treasury Officers, and Treasury Officers in their jurisdiction to draw and disburse the salary of government employees working in the districts only after the clearance of electricity dues,” it further added.
