Screening test for contractual lecturers

Sir,
The notification issued by Director School Education Jammu regarding conduct of Screening Test for engagement of Contractual lecturers against vacancy in various Higher Secondary Schools of Jammu division is a matter of great concern especially for those candidates who have obtained their Post Graduate Degrees from Jammu on Kashmir Universities and also from IGNOU. Even recently Hon’ble  High Court has exempted the RETs/RRETs who obtained their academic degrees from these universities from appearing in the screening test.
In most of the rural areas of our State where Higher Secondary Schools have been functioning, the post of Lecturers in many disciplines are vacant due to shortage of local post graduate candidates. So it is desirable that such type of restrictions imposed by the Education Department in shape of screening test will further deteriorate our Higher Secondary Schools where posts of lecturers shall remain unfilled. So it is submitted that the Education Department may conduct the screening test of those post graduate candidates who have obtained degrees through distance mode from institutions termed as “tuck shops” by the Hon’ble High Court.
Yours etc…
