JAMMU, Nov 12: For discussing Rashtriya Uchchatar Shiksha Abhiyan (RUSA) scheme, Secretary Higher Education Sheikh Mushtaq Ahmad conducted a meeting of Principals of various colleges of Jammu province and Registrars of Jammu University and Baba Ghulam Shah Badshah University.
The agenda of the meeting, held at Government College for Women Parade, was to understand new Centrally sponsored scheme RUSA for higher education which will spread over two plan periods (XIIth and XIIIth) and focus on State higher educational institutions.
The RUSA scheme will have a completely new approach towards funding higher education in State universities. It aims to provide greater autonomy to universities as well as colleges and will have a sharper focus on equity-based development, and improvement in teaching-learning quality and research.
Mr Sheikh said that RUSA was based on key principles of performance-based funding, incentivizing well performing institutions and decision making through clearly defined norms, which would establish and rely upon a management information system to gather the essential information from institutions.
In J&K the Centre-State funding would be in the ratio of 90:10. The Center will allocate funds to different States only on their performance basis, and so the aim of all the colleges should be to achieve equity, access and excellence through planned development, he added.
The Secretary exhorted the Principals to work in groups and make pragmatic plans for developmental programmes and catch up grants in consultations with their counterparts. He further directed the Nodal Principal to make groups of Principals at district levels so that result oriented plans are made within the given time frame.
Prof Tariq Ahmad Kawoosa, Director Colleges Higher Education, Dr Satinder Singh, Principal Nodal College and Dr Hemla Aggarwal, Principal GCW Parade were also present on the occasion.
