Security situation improving in J&K, infiltration down: MHA

TMG to ensure action against terror funding

JAMMU, July 9: The Union Ministry of Home Affairs (MHA) said today in the Lok Sabha that a Multi Disciplinary Terror Monitoring Group (TMG) constituted in Jammu and Kashmir was ensuring synergized and concerted action against terror financing and other terror related activities in the State.
The Ministry said security situation has improved in Jammu and Kashmir and net infiltration has gone down considerably.
In a written reply in Lok Sabha, Union Minister of State for Home G Kishan Reddy said the TMG has been constituted to ensure synergized and concerted action against terror financing and other related activities in Jammu and Kashmir.
“The Government has adopted policy of zero tolerance towards terrorism. Effective response is given by the security forces to counter terrorist activities in Jammu and Kashmir,’’ Reddy said.
He said due to concerted and synergized efforts of security forces, security situation in the State has witnessed an improvement in first half of this year over the corresponding period of 2018.
“Terrorist initiated incidents saw a decline of 28 per cent while net infiltration has reduced by 43 per cent. Local recruitment of the militants has come down by 40 percent and neutralization of terrorists has increased by 22 percent,’’ the Minister said.
He said the Government of India in tandem with the State Government has adopted a multi-pronged approach to contain cross-border infiltration, which include multi-tiered deployment along the International Border and the Line of Control (LoC), border fencing, improved intelligence and operational coordination, equipping security forces with improved technological weapons and taking pro-active action against infiltrators.
Replying to another question, the Home Ministry said the electric fence namely the Anti Infiltration Obstacle System (AIOS) on LoC along Indo-Pak border has proved to be a potent tool to guard against infiltration.
The electricity requirements for the AIOS are being catered through power grid wherever available and through generators at other locations to ensure uninterrupted power supply, he said.
The Ministry said insurgent and extremist incidents have also reduced significantly in the Northeastern States and in the Left Wing Extremism affected areas.
There have been a few instances of drones being used to target the public and some official establishments, the Home Ministry said asserting that it is taking necessary action to counter the threat of these aerial vehicles.
Reddy informed the Lok Sabha that in order to counter the threat of drones in the country, necessary measures are being taken by the Centre and State Governments in consultation with security agencies.
“A few instances have come to notice of use of drones to target Government establishments and public in other countries,” he said in a written reply.
The Directorate General of Civil Aviation notified the Civil Aviation Requirements for Operation of Civil Remotely Piloted Aircraft System on August 27, 2018, Reddy said.
Only yesterday, Defence Minister Rajnath Singh had stated in the Rajya Sabha that the security forces have been able to deliver crippling blow to the terrorist outfits in Jammu and Kashmir by rendering them leaderless by eliminating top commanders during counter-militancy operations.
