JAMMU, Sept 10: Secretary to Government, Department of Rural Development and Panchayati Raj, Sheetal Nanda, today chaired a meeting of officers to review the preparedness and planning for conduct of Jan Abhiyan or Awami Muhim preceding the third phase of Back to village starting from 10th of September.
The meeting which was held through video conference was attended by Director Rural Development, Jammu/Kashmir, Director Panchayati Raj, J&K, Director Finance, Member Secretary MGNREGA, Superintendent Engineer (REW), Jammu/Kashmir, all Assistant Commissioners Development, all Executive Engineers (REW) and all DPOs.
While reviewing the preparations, Nanda instructed all the officers to strictly adhere to the guidelines issued for smooth conduct of Jan Abhiyan or Awami Muhim which is preceding B2V3 and its three components viz. Aadhikaar Abhiyaan/Muhim Barai-e-Haqooq, Unnat Gram Abhiyan/Dehi Tariqiyati Muhim and Jan Sunwai Abhiyan/Awaami Sunwai Muhim to be held before the commencement of Back to Village III.
Nanda also directed both the Directors to personally visit and monitor the preparations for B2V3 on a daily basis and to appraise the administrative department. She laid a special emphasis on following the COVID 19 protocols during the Jan Abhiyan/Awami Muhim and Back to Village III programmes.
Highlighting the importance of the Back to village, the Secretary said that the B2V3 programme is important in bridging the gap between the public and public servants. She said that the principal aim of this ambitious programme is to strengthen the grassroots democracy and participatory development at Gram Panchayat level.
The Secretary also directed the officers to take up all the approved works taken up under 14th FC and MGNREGA and to ensure that no payments shall be pending at any level. The Secretary also directed the officers to prepare the 15th FC and MGNREGA plan of 2021-22 works and to handover the copies of the plan to the visiting officers.
She emphasized that the phase III of Back to Village has to be more action oriented with complete focus on providing all benefits and rights to the beneficiaries at their doorstep, on undertaking the development activities on ground in full swing and to ensure public grievances and complaints are genuinely redressed and that too within fixed time frame.
