Seniority lists need updating

Administrative requirement in respect of its personnel wings in all the Departments, among other matters, is that a proper seniority list of the employees was made and kept updated. Not only that, norms of Human Resources Development suggest that each and every employee must be advised his or her Number in the seniority list not only on demand but as a matter of right.
In this connection, the Jammu and Kashmir Government has asked all the Departments to ensure immediate updating of seniority lists. General Administrative Department has recently issued a circular in this regard calling upon Administrative Secretaries and Departmental Heads to comply. It is, however, beyond comprehension as to why there should be a need to instruct, remind and urge for undertaking this exercise while the system should have inbuilt non -optional requirement of preparing and updating periodically such lists as they are required for effective cadre management . That the concerned authorities have to be impressed upon for this basic requirement reflects on the poor administrative apparatus , poor training in personal matters, ignorance about service and labour rules as also, perhaps, absence of transparency in matters of promotions etc.
We hope that such lists would be prepared as a matter of routine and not when asked for by the GAD. ‘Excelsior’ has time and again been stressing upon the need of imparting training to employees , especially those in management of Government departments as to how they could perform better and keep themselves updated about the latest in their departments, the Government and other related issues. Knowing about or being too eager to know the latest about an increase in DA instalment or salary revision alone was not enough.
