JAMMU, July 4: Several departments of the Government of Union Territory of Jammu and Kashmir are dilly-dallying on the implementation of the commitments being made by the Lieutenant Governor Manoj Sinha during his meetings with the general public or visits to different areas.
This has been viewed seriously by the Chief Secretary Dr Arun Kumar Mehta, who is also the Financial Commissioner, Finance Department and accordingly directions have been issued to all the Administrative Secretaries, Divisional Commissioners and Heads of the Departments for prompt action in future.
While meeting general public in the shape of deputations and during visit to different parts of the Union Territory, the Lieutenant Governor makes commitments to address the grievances and meet the aspirations of common masses about the developmental activities and the concerned departments are required to immediately start acting on the same so that people have the feeling of good governance, official sources told EXCELSIOR.
“In case, the concerned departments don’t have funds to fulfil the commitments of the Lieutenant Governor they are supposed to approach the Finance Department as early as possible for the sanction and release of financial assistance”, they further said.
However, instances have been brought to the notice of the Finance Department that commitments being made by the Lieutenant Governor during the meetings with general public or during visits to the areas of the Union Territory, are not being taken up with the Finance Department at the appropriate time resulting into delay in provisioning of funds and implementation of the commitments.
In order to avoid such delays, all the Administrative Secretaries have been directed by the Chief Secretary Dr Arun Kumar Mehta, who is also Financial Commissioner Finance, to approach the Finance Department immediately after the commitments are made by the Lieutenant Governor so that department may make a provision for execution under the relevant head of account out of the budgetary provisions of the concerned departments.
The copies of these instructions have also been furnished to all Financial Commissioners, Commissioner Secretaries, Divisional Commissioners of Kashmir and Jammu, Heads of the Departments, Managing Directors and Chief Executive Officers so that dilly-dallying approach in the implementation of Lieutenant Governor’s commitments is brought to an end.
Sources disclosed that in a recent meeting with all the Administrative Secretaries, the Chief Secretary held deliberations on timely action on Lieutenant Governor’s references and accordingly he directed all the Administrative Secretaries to promptly examine the issues, communications and grievances received from the Lieutenant Governor’s Secretariat.
Moreover, directions have been issued that precise status note to each of the issues highlighting therein the action taken should be submitted to the Lieutenant Governor’s Secretariat with a copy to the office of the Chief Secretary as early as possible, sources informed.
“Many references are also received in the office of the Chief Secretary from the Lieutenant Governor’s Secretariat and these are forwarded to the Lieutenant Governor’s References Monitoring Cell created in the General Administration Department under the overall supervision of Special Secretary”, sources said, adding “Dr Arun Kumar Mehta has directed the General Administration Department to ensure speedy and timely disposal of all such references”.
For the redressal of public grievances in a time bound manner several initiatives have been taken by the Government on the instructions of Lieutenant Governor and directions are being issued from time to time to all the Administrative Secretaries so that measures being taken for good governance timely yield the desirable results.
It is pertinent to mention here that in order to bring reforms in public grievance redressal mechanism, Lieutenant Governor is conducting live public grievance hearing after regular intervals and during this programme he interacts with people randomly selected from across the UT through video-conferencing and takes firsthand appraisal of their issues and grievances.
“Keeping in view the continuous endeavour of the Lieutenant Governor and Chief Secretary to redress the grievances of the people, the departments are required to shun dilly-dallying approach and should initiate steps in a time bound manner on all the commitments of the Lieutenant Governor and references, issues and communications being received from Raj Bhawan”, sources stressed.
