The good sign is that the Health Department feels shortage of doctors in rural hospitals and health centres is owing to the wrong policy it adopted in the past. It is our long time woe that doctors avoid postings in district hospitals or far-flung rural health centres. The Government tried many options to persuade the doctors to volunteer for posting to rural health centres or district hospitals but without success. One pretext that the doctors have been resorting to is that of training. Using their influence, they get permission to go for training for innumerable years out of the Health Department. This is more a pretext not to be dislocated rather than undergo the training. Health Department has come to know that doctors and their sympathizers have been misusing this facility and as such, new rules are framed to dissuade doctors from the practice of managing their absence from the department.
We appreciate any step that the government takes to induce doctors render service in rural areas of the State. After all our population in rural areas has not the same medical facility as those in urban centres. Therefore, any new laws strengthening the hands of the Government in posting doctors to rural areas are welcome. However, we have a question. Such rules already exist as aim at posting the doctors to rural areas. As such, what is the need of framing new rules if existing ones are sufficient to serve the purpose? The need is of implementation of rules and not succumbing to political influence. If the Government is determined to implement the rules, this problem can be solved.
