KISHTWAR, Nov 12: Going strict with non-performers, district administration Kishtwar has sought explanation from the seven Block Development Officers (BDOs) and served them show cause notice for failing to make any considerable achievements in starting/execution of works thereby generating person days in MGNREGA.
As per an order by Assistant Commissioner Development (Additional DPC MGNREGS), Kishtwar, the seven BDOs in the district like Drabshalla BDO, Ajay Singh generated 6.62 per cent person days, Inderwal BDO, Hitesh Kumar Loona generated 5.01 per cent person days, Kishtwar BDO, Sanjeev Kumar, generated 5.87 per cent person days, Marwah BDO, Shashnk Padha generated 2.49 per cent person days, Mughal Maidan BDO, Dheeraj Bhimbadhur generated 3.91 per cent person days, Nagseni BDO, Abhilash Sharma generated 5.73 per cent person days and Thakarie BDO, Chahat Bharti generated 8.00 per cent person days.

The Assistant Commissioner Development stated that repeated instructions were issued to these BDOs to ensure immediate start/execution of the approved works and mobilise the job card holders who were ready to work and have submitted job demand/applications under Section 3(1) and paragraph 9 of Schedule II of MGNREG Act, 2005 and even number of requests from the deputations and phone calls have been received from Panchayats for early execution of works under MGNREGA and providing the wage employment.
The order further started that such progress of the non-performing Blocks shall be deemed to have denied 100 days wage employment to the rural populace which tantamount to the violation of Para 18 and 20 Schedule-II of MGNREG Act.
Keeping the dismal performance of BDOs in view, Assistant Commissioner Development Kishtwar, Phulail Singh directed them to explain as to why action warranted under J&K Civil Services (Classification, Control and Appeal) Rules, 1956 and relevant provisions of MGNREGA Act shouldn’t be initiated against them within two days positively.
Salaries of these BDOs were withheld till they achieve the target of 20 per cent of the person-days generation under MGNREGA.
