SRINAGAR, Apr 18: The authorities at SKIMS Soura have taken note of the “delay” witnessed in the release of stipends to resident doctors, attributing it to a lag in the submission of monthly attendance by the Heads of Departments.
In this regard, a communication has been issued by the Director Finance, stating that upon examining the issue, it was found that the delay in stipend disbursement stems from the delayed submission of monthly attendance, which further hampers the timely release of payments.
Taking note of the matter, the Director Finance, SKIMS Soura, has directed the concerned HoDs to forward the monthly attendance by the 19th of every month to SKIMS Deemed University to ensure the timely release of stipends.
The Director Finance has also issued a communication detailing the issue of stipend delays and the reasons behind them.
Excelsior has been informed that although the delay is typically just 10-15 days, the authorities are making efforts to eliminate even this short lag and ensure timely disbursal of payments to the doctors.
“It has not been the major delay, like months; the delays of days is acceptable, but the aim is to ensure it on time.”
The residents include those pursuing DM, MCh, as well as senior residents, junior residents, and postgraduates.
In the communication, it has been stated that resident doctors of SKIMS are facing delays in the release of their stipends.
After deliberating on the issue, the communication noted that the reason for the “inadvertent delay” in processing the salary bills of the concerned is that the monthly attendance of resident doctors “is not being received well in time from the concerned Departments.”
“As such all the HoDs of SKIMS forwarding the attendance are requested to forward the same well in time i.e. by or before 19th of every month to SKIMS Deemed University.”
Accordingly, it stated that the concerned in the SKIMS Deemed University are impressed upon to forward the attendance to the Department of Finance, SKIMS, by or before the 22nd of every month for timely disbursement of salary/stipend in favour of all the Resident Doctors of SKIMS.
Earlier, to do away with delays in stipends and streamline the process, the authorities at GMC Srinagar directed all Heads of Departments (HoDs) to stop submitting individual attendance reports for medical interns, terming it time-consuming and often leading to issues with the payment of stipends to interns.
