SLSC framed for setting up of Social Audit Unit under MGNREGA

JAMMU, Mar 31: After being exposed for its dilly-dallying approach, the Government has constituted State Level Selection Committee for setting up of Social Audit Unit under Mahatma Gandhi NREGA.
EXCELSIOR in its edition dated March 22, 2017 had exclusively carried a news-item mentioning that General Administration Department was soft-paddling on the proposal of the Rural Development Department regarding constitution of Selection Committee for making appointment of Director Social Audit and Resource Persons at State and Divisional Levels as envisaged under Rule 4 of the Mahatma Gandhi National Guarantee Audit of Scheme Rules, 2011.
Now, the Commissioner/ Secretary to Government, General Administration Departm-ent Khurshid Ahmad has issued an order whereby sanction has been accorded to the constitution of State Level Selection Committee headed by Chief Secretary.
The Members of the committee are Administrative Secretary, Department of Rural Develo-pment and Panchayati Raj, representative of Union Ministry of Rural Development not below the rank of Director and representative of civil society organization to be nominated by the Government.
The Committee will recommend the selection of Director, Social Audit and Social Audit Experts. It will also recommend the termination of Director Social Audit and Social Audit Experts in case of unsatisfactory performance, reads the order.
It is pertinent to mention here that for ensuring transparency and accountability in the implementation of the scheme, the Act makes it mandatory for establishment of independent Social Audit Unit.
However, dilly-dallying approach in appointment of Ombudsmen under MGNREGA is still persisting on the part of Selection Committee headed by Financial Commissioner, Planning, Development and Monitoring Department.
