JAMMU, July 28: A delegation of Laghu Udhog Bharti J&K, Jammu, met B B Vyas, Advisor to the Governor & Incharge of Department of Industries & Commerce and submitted a memorandum of demands besides suggestions to save the existing industries and encourage new investment.
The delegation demanded freight subsidy to all the Industries units selling material outside the State without condition of 1000 KM, full refund of SGST on invoice value,
2 percent incentive on sales outside the State in lieu of CST exemption, fresh fiscal incentives for new Industry & units under substantial expansion, modernisation and additional line of activity, another chance be given to file late refund claims with centre as well State, early released of funds from DIPP to help the Industrialists, early release of payments of Industrial units, due from different Government departments, extend the E-way Bill requirement for transaction of intrastate to one lakh minimum and option to Industry to migrate from 219-221 to 63 to enable unit holder’s to sustain & service.
The delegation further told the Advisor that Refund Model/Mechanism to claim refund of incentive was highly cumbersome with lot of conditions stipulation verification and supporting documents and also compulsory 85 percentage of local labour.
Furthermore, they added, the refund claim is to be filled quarter wise where as the GST is to be paid in advance on purchase of raw material and differential amount on value addition to be paid month wise. “This total system of claiming a meager incentive is highly discouraging and discriminatory to Micro & Small Industry. This is virtual denial of incentive,” the delegation further said adding that after 8th of July 2017, there was no Industrial incentive for setting up of fresh Industry in J&K.
Mr Vyas gave a patient hearing and assured the delegation to resolve the Issue on priority basis. Ravi Kant Sharma, Director Industries was accompanying Mr Vyas.
The delegation comprised of Rajinder Gupta, (president), Parveen Pargal (general secretary) Sudesh K Gupta (secretary), Rajesh Jain, SB Abrol, Abhinandan Singh Sachdeva and Dinesh Gupta.
