Smart card attendance compulsory

SRINAGAR, Aug 21: In order to ensure punctuality among the employees, the attendance through the smart card has been made compulsory for the employees of Civil Secretariat from tomorrow.
According to the circular issued by the General Administration Department, the bio-metric attendance system for the employees of Civil Secretariat has been introduced in order to ensure punctuality and check entry and exit timings, adding the attendance through the smart card issued by the Information Technology Department has been made compulsory and the manual system of attendance is being dispensed with from tomorrow.
All the employees of the Civil Secretariat will mark their attendance electronically through biometric smart cards and the nodal officers nominated by the departments will monitor the attendance of the employees on daily basis and ensure strict implementation of the system, the circular said.
The nodal officers will forward the biometric attendance sheet on daily basis (next day) to the Incharge Administration Section (Special/Additional/Deputy/Under Secretary) of the Department. The Incharge Administration Section, after showing the number/names of employees on leave/training/official duty (outside Secretariat) will forward consolidated statement of attendance/ leave account in the fixed format to the DDO on 25th of each month for preparation of salary bills.
Late arrivals/early departure will be dealt in accordance with rules, the circular said, adding all the DDOs will ensure that salary of the employees for the month of September 2012 onwards is disbursed strictly as per the attendance provided by the Incharge Administration Section.
