Speaker asks VC not to assign any adm responsibility to Prof Kaw

SRINAGAR, Oct 17: Speaker Legislative Assembly, Mohammad Akbar Lone has advised Vice-Chancellor, University of Kashmir, Professor Talat Ahmad not to assign any administrative responsibility to Professor Mushtaq Ahmad Kaw, Dean College Development Council of the varsity as he is facing breach of privilege.
In the order LA-9008/Legn/2012 issued on September 25, 2012, M R Singh, Additional Secretary, Jammu and Kashmir Legislative Assembly Secretariat has said that Speaker is not convinced by the reply given by Professor Mushtaq Kaw in defence of the breach of privilege moved against him.
The Additional Secretary said that the reply given by Professor Mushtaq Kaw was put for perusal by the Legislative Assembly Speaker. In his order he said”: “Before the matter is referred to the Committee on Pprivileges for further action against Prof. Mushtaq Ahmad Kaw, Dean College Development Council, University of Kashmir, the Vice-Chancellor, Kashmir University be advised not to assign any administrative responsibility to him till the disposal of the complaint against the said functionary by the aforesaid committee,” said the order issued by the Additional Secretary.
“Prof. Mushtaq Ahmad Kaw facing breach of privilege had come up with a written explanation in response to this office letter no LA-7738/Legn/2012 dated 22-6-2012. The response was placed before the Speaker for his perusal but he was not convinced with the plea mentioned therein,” said the Additional Secretary in his order.
“There was a complaint against Prof. Kaw and the Speaker called Prof. Mushtaq Kaw on his phone and sought clarification. However, Prof. Kaw behaved very rudely with the Speaker and abused him. He did not show any respect to the custodian of the Assembly and used rough language against him,” said the sources.
Sources said that complaints against Prof. Mushtaq Kaw have been lodged with Governor, Narendra Nath Vohra as well. “The Private Bed Colleges Association had also taken strong objection to the functioning of Prof. Mushtaq Kaw and accused him of creating un-necessary hurdles in their registration and other administrative matters.. The Association had written to Union Human Resource Development (HRD) Minister, Kapil Sibal and sought his interference in settling the issues with Prof. Mushtaq Kaw,” said the sources.
