JAMMU, Mar 25: Speaker, Legislative Assembly Mubarak Gul today rejected the adjournment motion moved by the National Conference on the arrest of Kupwara youth by Delhi Police on the pretext of allegedly plotting fidayeen attack in the national capital. The House also witnessed clashes between the National Conference and Jammu-based Opposition Members with the former accusing the Coalition Government of shielding the militants particularly at a time when law and order situation in the Kashmir valley has already become a matter of serious concern.
When the House assembled this morning, National Conference MLA and former Minister of State for Home, Nasir Aslam Wani raised the issue of arrest of Kupwara youth Syed Liyaqat Shah by the Delhi Police and said, “we have moved adjournment motion in this regard and the same should be allowed for discussion as the youth was returning from Pakistan-occupied-Kashmir via Nepal to surrender before the concerned authorities in Jammu and Kashmir”.
“It has been the Government policy to help the youth, who want to return from Pakistan and surrender to live a dignified life”, he said, adding “since 90s’ only hollow slogans were raised on bringing back the misguided youth but for the first time Omar Abdullah framed a policy in 2010 to facilitate such youth to return”.
“It is due to desperation to meet the family members that youth like Liyaqat are not waiting for the necessary clearances and adopting routes other than those selected under the surrender policy to reach Jammu and Kashmir to surrender”, he said while justifying the return of Kupwara youth via Nepal.
He was supported by PDF MLA and former Minister, Hakeem Mohd Yasin, who said that Government should inform the House about the latest development in Liyaqat case and the Centre’s response to the Chief Minister’s discussion with the Union Home Minister on the issue.
Nasir Aslam Wani and Hakeem Mohd Yasin were interrupted by Jammu-based Opposition MLAs and shouted, “this Government is the sympathizer of the militants”. National Panthers Party MLA from Udhampur, Balwant Singh Mankotia remarked, “this State is not the personal property of four National Conference MLAs, who have moved adjournment motion”, adding “on one side innocent people are being killed by the militants and on the other side Government is showing sympathy towards the ultras”.
Another NPP MLA, Harshdev Singh remarked, “Yeh Rona Ro Ke Kis Ko Dikha Rahey Hain. You are in the Government at the State and partner in the Union Government”, adding “this is unprecedented….ruling party doesn’t move adjournment motion. They are shedding crocodile tears”.
Balwant Singh Mankotia further said that National Conference has no right to continue in the Government. “This Government has lost confidence and there should be voting in the House to test its strength as Congress seems to have distanced itself from the National Conference’s stand on the issue”, he added.
Amidst ruckus, Speaker, Mubarak Gul said, “the adjournment motion of Aga Rahullah, Javed Dar, Peer Afaq and Nasir Aslam Wani has no relevance especially when the issue has already been discussed in the House. Moreover, Chief Minister has already spoken to the Union Home Minister seeking NIA probe into the arrest”.
“Chief Minister, who is also Minister Incharge Home, will give statement on the issue while replying to the discussion on the grants of departments under his charge”, Mr Gul said.
With Speaker’s intervention the 15 minutes long ruckus came to an end.
